Nach drei Wochen Lockdown sind die Ermüdungserscheinungen in der Schweiz an allen Ecken spürbar. Der Ruf nach einer Lockerung der Einschränkungen wird immer lauter. Sowohl der Gewerbeverband wie auch die SVP haben diese Woche eigene Szenarien vorgeschlagen, um das Land schrittweise wieder aus dem Dornröschenschlaf zu führen.
Die neu gegründete Taskforce aus Wissenschaftlern liefert nun eine konkrete Möglichkeit, wie ein solcher Ausstieg aus epidemiologischer Sicht zu schaffen ist. Dabei helfen soll unter anderem eine neue App mit dem sperrigen Namen Pepp-PT.
Aus wissenschaftlicher Sicht ist die Ausgangslage klar: Jede Art Exit-Szenario braucht eine enge Überwachung neuer Infektionsherde. Nur, wenn neue Ansteckungen rasch erkannt und die Infektionsketten unterbrochen werden, kann ein Ausstieg gelingen. Denn lockert der Bund die Massnahmen, indem er bestimmten Branchen oder Altersgruppen wieder zur Normalität zurückkehren lässt, öffnet dies dem Virus automatisch Tür und Tor, um sich weiterzuverbreiten.
Die neue App setzt genau da an. Sie soll dafür sorgen, dass bei neuen Erkrankungen möglichst alle Personen informiert werden, welche mit der erkrankten Person in engerem Kontakt standen. Vom Arbeitskollegen über die Kassiererin im Laden bis zum Sitznachbar im ÖV. Und das möglichst anonym.
Volle Transparenz zwingend nötig
Es ist eine ähnliche Strategie, mit welcher Länder wie Südkorea, Singapur oder Taiwan Erfolge bei der Corona-Bekämpfung erzielen konnten. Dies allerdings mit einschneidenden Überwachungsmassnahmen.
Der Unterschied von Pepp-PT liegt darin, dass nur minimale Daten gespeichert werden sollen. So soll eine Lösung entstehen, welche punkto Datenschutz möglichst mit den strengen europäischen Richtlinien Schritt halten kann. Damit dies gelingt müssen die Forscher allerdings bei allen Schritten volle Transparenz walten lassen. Schliesslich geht es um sensible Informationen wie die Erkrankung an Covid-19.
Gelingt es den Wissenschaftlern aber, dieses Vertrauen zu schaffen, könnte mit dieser App tatsächlich eine europäische Variante des elektronischen Contact Tracing entstehen, die einen erfolgreichen Ausstieg aus der europäischen Schockstarre ermöglicht.
Je mehr mitmachen, desto besser funktioniert es
Die grosse Unbekannte ist die Freiwilligkeit. Wie Matthias Egger, Präsident der Wissenschaftlichen Taskforce, heute an der Pressekonferenz des Bundes betonte, soll das Herunterladen und das Aktivieren der App freiwillig sein.
Die grosse Frage dabei ist, ob dies reicht. Denn je mehr Personen sich über die App verbinden, desto effizienter wird sie. Der Ball liegt somit nun beim BAG und dem Bundesrat. Würde er Pepp-PT für obligatorisch erklären, würde sie deutlich effizienter. Allerdings wäre dies ein weiterer Eingriff in die persönliche Freiheit jedes Einzelnen. Daniel Koch vom BAG sagte heute lediglich, die Abklärungen rund um die App seien auf Bundesebene in vollem Gange…
