Zur Überwachung von Maßnahmen zur Bekämpfung von Covid-19 nutzen Hessen und Bayern Quadrokopter. In Nordrhein-Westfalen fliegen sie zur Belehrung der Bevölkerung mit einem Lautsprecher über Grünanlagen. Ein neuer, geplanter Einsatz in Frankfurt am Main findet offenbar doch nicht statt.
Die Polizei in Frankfurt am Main hat mit einer Drohne überwacht, ob trotz Verbot Versammlungen abgehalten werden. Hintergrund waren die für Donnerstag angekündigten Feiern anlässlich der Abitur-Prüfungen, die traditionell im zentralen Grüneburgpark stattfinden. Auf Nachfrage teilte die Pressestelle mit, dass der Einsatz nach § 14 Hessisches Gesetz über die öffentliche Sicherheit und Ordnung (HSOG) erfolgte. Es bestimmt die polizeilichen Befugnisse zur Datenerhebung und -verarbeitung an öffentlichen Orten und „besonders gefährdeten öffentlichen Einrichtungen“.
Auch in Bayern werden unbemannte Fluggeräte in der Corona-Krise zur Beobachtung eingesetzt. An den Binnengrenzen sollen sie zur Lagebewertung von Staus beitragen, die durch die Wiedereinführung der Grenzkontrollen entstanden sind. Die kleinen Drohnen bilden dabei eine Ergänzung zu einem ebenfalls eingesetzten Hubschrauber.
Durchsagen über „beliebten Treffpunkten“
Zur Kontrolle von Ausgangsbeschränkungen fliegen Quadrokopter außerdem in mindestens zwei Städten Nordrhein-Westfalens. Laut einem Bericht des Tagesspiegel werden sie von der Polizei in Dortmund und Düsseldorf „zur Information über die Gesundheitsgefahren bei Nichteinhalten des Kontaktverbots“ eingesetzt. Die Drohnen sind dafür mit Lautsprechern ausgestattet und kreisen über Personengruppen „an beliebten Treffpunkten“. Diese wurden anschließend zum „Verlassen der Plätze aufgefordert“. Dem Bericht zufolge bewertet das Landesinnenministerium den Einsatz als positiv.
Durchsagen mithilfe einer Drohne sind unter anderem aus Baden-Württemberg bekannt, wo sie von einem Spezialeinsatzkommando im Oktober für eine Häuserräumung in Freiburg zum Einsatz kamen. Dabei handelte es sich um eine „Mavic Enterprise“ des chinesischen Herstellers DJI, die mit einem Lautsprecher aus dem Zubehör der Firma bestückt war. Eine zweite Drohne, vermutlich vom Landeskriminalamt, beobachtete die polizeiliche Maßnahme aus der Luft.
Kritik in Frankfurt
Zur Bekämpfung von Covid-19 plant Baden-Württemberg aber keinen Einsatz seiner Lautsprecherdrohne, schreibt der Tagesspiegel. Auch die Polizeibehörden in Berlin und Hamburg, die ihre Quadrokopter zur Beobachtung aus der Luft einsetzen, verneinen eine entsprechende Anfrage.
Angesichts der sommerlichen Temperaturen waren auch an diesem Wochenende in Frankfurt polizeiliche Drohnenflüge angekündigt. Wie die Frankfurter Rundschau berichtet, soll dieser Einsatz aber nicht stattfinden. Gegenüber der Hessenschau hatte der Rechtsprofessor Uwe Volkmann die Maßnahme wegen einer fehlenden Ermächtigungsgrundlage kritisiert. Die von der Polizei genannte Fundstelle im Gesetz über die öffentliche Sicherheit und Ordnung decke eine Überwachung mit Drohnen demnach nicht ab.
