Klar, ich gehe von der Unschuldsvermutung aus und der Bund versucht mit seinen Massnahmen, die Ausbreitung des Virus‘ einzudämmen.
Wie könnten die Schlagzeilen und Zeitungsberichte wohl weitergehen?
Der Bund verschärft seine Massnahmen: Die Schweiz wird ab sofort 40 Tage unter Quarantäne gestellt. Es herrscht Ausgangssperre, nur noch die allernötigsten Geschäfte sind erlaubt.
Bargeld wird auf das Datum X für ungültig erklärt und verliert seinen Status als gesetzliches Zahlungsmittel. Damit will der Bund sicherstellen, dass sich das Virus über Hautkontakt mit Bargeld weiter verbreitet. Die Leute sind dazu angehalten, ihr Bargeld auf ein Konto einzuzahlen und nur noch elektronische Zahlungsmittel zu benutzen.
Um den wirtschaftlichen Schaden abfedern zu können, werden Transaktionen auf 1’000.- pro Person pro Tag limitiert.
Um den wirtschaftlichen Schaden zu reparieren, werden alle Gelder auf allen Konten beschlagnahmt und Privatpersonen maximal 5’000.- übriggelassen.
Die außerordentliche Belastung auf die digitale Infrastruktur beschäftigte auch den Bundesrat bei unseren eidgenössischen Nachbarn. Die Politiker dort baten die Schweizer, verantwortungsvoll mit den Datenmengen umzugehen. Sie kündigen auch Maßnahmen an, sollte das nicht geschehen.
„Sollten gravierende Engpässe entstehen, hat der Bund die Möglichkeit, nicht versorgungsrelevante Dienste einzuschränken oder zu blockieren“
Infizierte Personen haben sich in Quarantäne zu begeben und werden gemeldet.

Wer kann uns noch warnen, wie kann ich andere vor so einer Regierung warnen?
Die nehmen unser Geld weg! Kommt, wir machen unsere eigene Wirtschaft.
Das Bargeld ist eingezogen. Keine Transaktion mehr, die nicht protokolliert wird. Wem der Staat nicht passt, dessen Konto wird gesperrt, dann steht er ohne Bargeld mittellos da. Kein Handel kann mehr stattfinden, den die Regierung nicht genehmigt hat.
Uns reichts! Wir protestieren und gehen auf die Strasse!
Es herrscht Ausgangsverbot. Wer rausgeht, wird verhaftet; und da draussen kann man sich anstecken. Aufstände werden so im vornherein blockiert.

Und wie willst du das koordinieren und ankündigen, ohne das „die“ es merken?
Mein Internetzugang wird blockiert, „das Netz ist überlastet“ und der Bund kann „nicht versorgungsrelevante Dienste“ blockieren. Nicht versorgungsrelevante Dienste wie VPNs oder Tor; Netzwerkverschlüsselung. Wir haben keine Möglichkeit, unter dem Radar zu kommunizieren.
Flugblätter im Zug? Die Züge sind praktisch leer. Es herrscht Ausgangsverbot. Alle Telefongespräche werden abgehört, die Bewegungsdaten aller Handys überwacht.
Wer beim Versuch erwischt wird, andere zu warnen, wird markiert und als infiziert gemeldet. Die Polizei dringt in die Wohnung ein und es folgt die Zwangseinweisung in die Quarantäne.
Das ist die entfesselte, volle Macht der Regierung. Das ist Dual-use pandemics.
