Ich weiss nicht, an was es liegt, aber: Seit letzten Freitag ist die Stimmung ins Gute gekippt. Am Donnerstag gingen noch Gerüchte herum, dass das Militär die Schweiz 40 Tage unter Vollquarantäne setzt, mit Ausgangsverbot für alle. Der Kanton Uri hatte allen Personen über 65 den Ausgang -- inklusive einkaufen -- verboten. Im Zug nach Hause hatte eine Frau lautstark Panik geschoben: „Aber was mache ich jetzt? Die können doch nicht alles verbieten? Um 23:30 fliegen Helikopter über die Städte und lassen Desinfektionsmittel auf die Häuser runter. Es gibt Krieg. Dann geht alles kaputt.“

Die Stimmung die Tage bis und mit Donnerstag war ziemlich bedrückt. Es fühlte sich an wie ein Stahlkloss im Darm; ein direkter Angriff auf das Wurzelchakra -- Überlebensangst, Angst vor Veränderungen, Adrenalin, Nebennierendrüse. Das war sehr deutlich im kollektiven Feld spürbar.

Dann kam die Bundespressekonferenz.

Entgegen aller Befürchtungen und Gerüchte wird es keine Ausgangssperre geben. Der Bundesrat setzt das Limit für Personenansammlungen auf 5 Personen.

11:50 im Video: „Der Bundesrat will, wenn immer möglich, keine Ausgangssperre für die Schweiz. Zu unserer Freiheit gehört auch die Bewegungsfreiheit. Aber dafür brauchen wir, dass die ganze Bevölkerung jetzt mitmacht. Es ist nicht die Ausgangssperre, die uns schützt -- es ist unser Verhalten.“

Auf die Frage, ob denn jetzt Familien mit 4 Kindern nicht mehr zusammen rausgehen dürfen:

Ich kann mir kaum vorstellen, dass es eine Anwendung innerhalb der Familie, zuhause oder im Garten hat. Wir müssen das etwas vernünftig anschauen. Es muss auch akzeptiert werden durch die Bevölkerung.

37:15 im Video: Wir können jetzt immer mehr sehen, was es bedeutet, auch in anderen Ländern, wenn Entscheide von oben kommen -- zu hart -- es schafft auch eine Gegenreaktion. Es gibt auch eine gewisse Verhältnismässigkeit zu üben, wenn es gilt, das anzuwenden [spricht zu den Polizisten]. Es gilt hier vorallem für Menschenansammlungen auf Plätzen, an der Strasse, am Seeufer.“

54:00 im Video: „Wie würde eine Ausgangssperre aussehen, was würde das bedeuten? Schauen Sie mal auf die anderen Länder, die das gross gemeldet haben. Auch dort sind Baubetriebe weiter in Betrieb; in Frankreich braucht man einen Zettel mit einem Grund; aber im Prinzip ist es dort gleich wie bei uns, und viel mehr gewonnen ist dabei nichts. Wir müssen auch die Länge halten können, als Gesellschaft.

55:37 im Video: Zu denken, dass man einfach so von oben alles entscheiden kann und die Leute würden das machen -- wir sehen auch in anderen Ländern, dass es NICHT funktioniert.
Schauen Sie mal, was der Innenminister zur eigenen Bevölkerung heute gesagt hat. Schauen Sie mal, wie die Situation sich entwickelt schon einige Tage nach dieser Ausgangssperre. Das wollen wir nicht. Wir brauchen die Leute mit uns zu haben. Das brauchen wir, und deswegen immer wieder dieser Appell. Es rettet Leben, es schützt gefährdete Leute, es schützt uns als Gesellschaft, es schützt aber auch unsere Gesundheitseinrichtungen. Das ist das Ziel.

Es ist sehr ehrlich. Es ist nicht so populistisch, keine grosse Meldung fünfzehn Sekunden, es ist aber sehr ehrlich. Wir müssen das auch halten können. Wir müssen das einfach mit den Leuten machen, statt gegen die Leute.“

Wow. Was für eine Ansage! Ich wusste gar nicht, dass wir so einen vernünftigen und sympathischen Bundesrat haben. Ich wusste überhaupt nicht, wer denn aktuell Bundesrat ist. Mit solchen wohlwollenden und ehrlichen Aussagen hat Alain Berset einen Stein im Brett bei mir.

Vorallem beeindruckt mich auch die ungewohnte Ehrlichkeit und Direktheit. Und wie die Journalisten plötzlich kritische Fragen stellen. Das bin ich mir sonst vom Politikbetrieb nicht gewöhnt.

„Andere Länder haben andere Wege gesucht und gefunden; es hat wahrscheinlich auch etwas mit der Kultur zu tun. Aber bei uns ich glaube es funktioniert nicht so schlecht und nocheinmal: Schauen Sie auf die Aussagen der Regierung gegenüber der Bevölkerung, die das nicht einhält.“

Zum ersten mal fühle ich mich von der Schweizer Regierung vertreten und geschützt. „Wir sind die Schweiz -- wir suchen unsere eigenen Lösungen und wir kümmern uns um euch, das Volk.“ Zum ersten mal aufrichtige Besorgnis, der Situation angepasste, vernünftige Massnahmen; direkte, einfache und verständliche Kommunikation ohne Hintertüren und versteckten Agenden. Zum ersten mal eigene Entscheidungen und kein Durchwinken von EU-Gesetzen. „Wir versuchen es ohne Ausgangssperre, wir versuchen es zuerst mit der Kooperation der Bevölkerung statt mit Zwang von oben herab.“

Und so:

Keine Passanten, keine Autos und leere Trams
Leergefegte Strassen und Plätze in Zürich. Offenbar hält sich die Bevölkerung an die Weisungen des Bundesrates. Noch gestern war das anders. (Quelle)

Ihr seid gut zu uns, wir sind gut zu euch. So simpel.
Schön, dass der Bundesrat das Experiment wagt -- und schön, dass es funktioniert. Das schafft Vertrauen auf beiden Seiten.

Ausgangssperre aufgehoben: Kanton Uri appelliert nun an die Bevölkerung
Der Bund hat gestern eine nationale Ausgangssperre abgelehnt – dies bedeutet auch, dass Kantone keine entsprechende Massnahme verfügen dürfen. Der Kanton Uri nimmt diesen Entscheid zur Kenntnis, wie der Urner Regierungsrat in einer Mitteilung schreibt. Die Ausgehbeschränkung für Personen über 65 Jahre sei somit aufgehoben.

Wie rettet man die kleinen und kleinst-Firmen?

Ich bin beeindruckt von der simplen Lösung, die ausserdem noch skaliert. Klar, man könnte jetzt Schwarzmalen und behaupten, dass nun alle in einen riesigen Schuldenberg gezwungen werden -- aber ich hab grad keine Lust zum Schwarzmalen. Lass uns doch mal das Positive sehen und feiern! Welche Möglichkeiten gäbe es sonst in diesem aktuellen Finanzsystem? Der Bund hat die Entscheidungen getroffen, die er treffen musste, und ich möchte nicht in seiner Haut stecken.

Ob das Virus echt ist oder nicht, ob 5G im Spiel ist oder nicht, ob die Medien Hysterie machen oder nicht -- ich habe wirklich Freude an dieser Bundesratssitzung. Auch wenn ich das nie gedacht hätte, dass ich das mal sagen würde: Danke, lieber Bundesrat. Ich respektiere eure Arbeit.

Spitalsoldaten werden in Bière vorbereitet
Die rund 800 Spitalsoldaten, darunter 30 Frauen, welche am Donnerstag eingerückt sind, werden in der Kaserne Bière (VD) auf ihren Corona-Einsatz vorbereitet. Ab Sonntag kommen sie in Spitälern in der Westschweiz und in Bern zum Einsatz. Die Soldaten – das Spitalbatillon 2 und die Sanitätskompanie 1 – waren zu einem dreiwöchigen WK aufgeboten worden. Der Einsatz könnte aber länger dauern. Urlaube werden keine gewährt. «Wir sind in einer Kriegsmobilmachung», sagte Major Fontaine. Schweizweit haben 8000 Soldaten einen Einrückungsbefehl erhalten.

Nur damit die Basler Zeitung nicht auf Ideen kommt: Es handelt sich um eine humanitäre Katastrophenhilfe im Ernstfall. Mangels Vokabular bezeichnet der Major das als „Kriegsmobilmachung“. Tja -- die Armee kennt wohl nur zwei Zustände: Übungseinsatz und Kriegsfall. Auch wenn gar kein Krieg herrscht. Es kommt genau die Hilfe, die bestellt wurde: Unterstützung im Gesundheitswesen in der Grundpflege, im Patiententransport und in allgemein logistischen Bereichen. Ende der Durchsage.

Und zu guter Letzt:

Ebenfalls auf Nachfrage schloss Berset aus, dass Geolokalisationsdaten aus dem Mobilfunk eingesetzt werden könnten, um zu prüfen, ob die Regeln eingehalten werden. «Das geht gar nicht, dass wir die Leute überwachen», sagte Berset.

Das habe ich gehört.

So wie kommuniziert wird und die Massnahmen, die getroffen werden -- es scheint ihnen ja wirklich um Gesundheit und Eindämmung zu gehen. Damit bin ich zufrieden.
