Nicht-thermische Wirkungen treten jedoch schon bei wesentlich geringeren Feldstärken auf. Unter Bestrahlung mit hochfrequenten Wellen wurden in Tierversuchen Verhaltensänderungen und, speziell bei Ratten, eine erhöhte Neigung zur Tumorbildung festgestellt. Typische Auswirkungen auf den menschlichen Organismus sind Müdigkeit, Agressivität, Schlafstörungen, Nervosität, Herzrhythmusstörungen sowie ein allgemeines Schwächegefühl. In einer Studie wurden drei Gruppen von Anwohnern in der Nähe des Senders Schwarzenburg (Schweiz) nach unterschiedlichen Aspekten ihres Befindens befragt. Die drei Gruppen unterschieden sich durch die Entfernung vom Sender: hohe Exposition bis 1 km, mittlere Exposition bis 2,5 km und niedrige Exposition bis 5 km. Bei der zweiten und erst recht bei der ersten Gruppe ergab sich gegenüber der dritten Gruppe eine deutliche Zunahme von Beschwerden wie Nervosität, Ein- und Durchschlafstörungen, Glieder- und Gelenkschmerzen und einer allgemeinen Schwäche. Bekannt geworden sind Experimente von Varga, der Hühnereier mit einer Feldintensität von 1,5 $ mW/cm^2$ bestrahlte und die Embryonen dadurch so beschädigte, dass kein Küken mehr ausschlüpfte.

Der Wissenschaftler von Klitzing beobachtete bei Versuchspersonen neue Schwingungen im Gehirnwellenmuster nach hochfrequenter Feldeinwirkung bei einer Bestrahlungstärke von 1 $ µW/cm^2$. Bemerkenswert ist, dass die Änderung im Gehirnwellenmuster nur bei Einwirkung gepulster Strahlung, wie sie bei den D- und E-Mobilfunknetzen angewendet wird, zu beobachten war; bei Einwirkung nichtgepulster Strahlung trat keine Veränderung auf.
