Die geheime Schattenregierung ist das große Organisationsnetzwerk, das neben der offiziell gewählten und ernannten Regierung der Vereinigten Staaten von Amerika agiert. Wie bei der offiziellen Regierung hat auch die geheime Regierung funktionale Zweige.

Im Gegensatz zur offiziellen Regierung besteht der Zweck der nicht-exekutiven Zweige der Schattenregierung jedoch einfach darin, verschiedene Funktionen zu verteilen, nicht aber, ein System der Gewaltenteilung zu erreichen, wie es verfassungsmäßig zwischen den exekutiven, legislativen und judikativen Zweigen der US-Regierung geschehen sollte.

Denn die Schattenregierung ist ein Geschöpf einer mächtigen Elite, die keine Angst haben muss, von einem Instrument ihrer eigenen Schöpfung dominiert zu werden.

In der Schattenregierung können fünf Zweige identifiziert werden.

Diese Zweige sind:

• die Exekutive,
• der Geheimdienstabteilung,
• das Kriegsministerium,
• der Waffenindustrie und
• die Finanzabteilung.

Die Meldewege der Geheimdienstabteilung und der Kriegsabteilung zur Exekutive sind unkompliziert und offensichtlich.

Nachrichtendienste sind vorhanden, um die Exekutive mit den notwendigen Informationen zu versorgen, um ausreichend fundierte politische Entscheidungen zu treffen. Das Kriegsministerium existiert, um Zwangsgewalt zur Durchführung exekutiver politischer Entscheidungen zu schaffen, die auf öffentlichen Widerstand stoßen könnten. Die Special Operations-Einheiten innerhalb der Nachrichtenabteilung und des Kriegsministeriums dienen der Umsetzung von Richtlinien, die verdeckte Aktionen und offizielle Bestreitbarkeit erfordern.

Die Waffenindustrie berichtet am häufigsten indirekt an die Exekutive, über das Kriegsministerium und/oder die Geheimdienstabteilung (für Black Budget Waffensysteme).

Die Finanzabteilung berichtet theoretisch an die Exekutive für die Umsetzung der Fiskalpolitik, aber de facto auch direkt an die internationale Machtelite, die die Schattenregierung gebildet hat. Die Finanzabteilung dient zeitweise direkt als ihr Instrument zur Umsetzung der Fiskalpolitik.

Eine Analyse der Gesamtziele dieser fünf Zweige legt nahe, dass das Gesamtziel der Schattenregierung darin besteht, eine verdeckte Kontrolle auszuüben:

• Durch die Erfassung umfassender institutioneller und persönlicher Daten.
• Durch die Festlegung einer nationalen und internationalen Politik unabhängig von der etablierten Regierung.
• Durch die Entwicklung von Hightech-Waffen und -Ausrüstung und damit durch den Aufbau kleiner, spezialisierter, hochmobiler Eliteeinheiten, um diese verdeckte Politik bei Bedarf durchzusetzen, ohne sich auf die offiziellen (und „unzuverlässigen“) Streitkräfte verlassen zu müssen, deren Unterordnung unter die Schattenregierung natürlich verdächtig wäre.
• Durch die Entwicklung einer bewaffneten Fähigkeit, jede Bedrohung des Status quo abzuwehren (einschließlich der unsicheren ontologischen, sozialen und wirtschaftlichen Auswirkungen jeder Offenbarung der Realität von UFO und außerirdischer Präsenz), durch die Entwicklung eines Star Wars/BMDO-Boden- und weltraumgestützten Überwachungssystems und eines SDI-Waffennetzes.
• Indem sie Informationen, die die Schattenregierung gefährden, von all jenen außerhalb der „wissenswerten“ politischen Entscheidungsebenen verweigert.
• Durch die Ausübung der Kontrolle über die Geldmenge, die Verfügbarkeit von Krediten und den Wert des Geldes durch politische Entscheidungen außerhalb der offiziellen Regierung.
