Das FBI ersucht die Bevölkerung, verdächtige Personen zu identifizieren und zu melden. Dies sind:

• Leute, die
  • besonders um ihre Privatsphäre besorgt sind, und ihren Bildschirm versuchen vor anderen zu verdecken
  • dabei beobachtet wurden, wie sie SIM-Karten von Mobiltelefonen wechseln oder mehrere Mobiltelefone verwenden
• Verdächtige Aktivitäten auf dem Computer:
  • Benutzen von Anonymisierungsdienste, Portalen oder VPN-Diensten, welche ihre IP-Adresse verschleiern
  • Kryptische Zeichen und Codes
  • Verschlüsselung oder die Anwendung von Software, welche Verschlüsselung in Fotos versteckt
  • Verschlüsselte Kommunikation via VoIP oder Kommunikation über Computerspiele
  • Download von Dateien mit „How-To“-Content wie
    • Anarchists Cookbook
    • Revolutionary literature
    • Informationen über die Polizei oder die Regierung
• Käufer in Elektronikläden, die
  • Ungewöhnliches Interesse für Gesprächs- oder Datenverschlüsselung, VoIP, Satellitentelefon zeigen
  • Fragen, ob und wie ein Mobiltelefons geortet werden kann
• In der Öffentlichkeit: Leute, die
  • Ungewöhnliches Interesse für gefährdete oder symbolische Ziele zeigen
    • Überwachungskameras
    • Karten zeichnen
    • Photos und Videos machen
  • Über die Wetterverhältnisse gekleidet sind
  • An Plätzen stehen, wo sie nicht hingehören

Verdächtige Personen sind umgehend dem Ministerium für Staatssicherheit zu melden.
