Die Öffentlichkeit wird extrem schlecht über den aktuellen Stand informiert. Selbst auf mehrfache Nachfrage hin wird keinen Zugang zu den aktuellen Entwürfen gestattet. Der extrem niedriger Informationsgehalt der wenigen veröffentlichten Dokumente sind ein Schlag ins Gesicht für jeden, der sich ernsthaft mit dem Thema befassen möchte.

Die Öffentlichkeit ist verunsichert, die Gerüchteküche brodelt.
Die wenigen geleakten Informationen zu ACTA lesen sich wie ein Horrorkatalog für einen Bürgerrechtler. So sollen unter anderem Netzsperren bei Urheberrechtsverstössen, Providerhaftung und Inhaltsfilter im Gespräch sein.
Die Tatsache, dass die beteiligten Staaten absolut unzureichend informieren, tut ihr übriges dazu.
Schlussfolgerung
Die öffentliche Meinungsbildung und damit eine Demokratie kann nur funktioneren, wenn die durchaus interessierte Öffentlichkeit über genügend Informationen verfügt. Werden diese der Bevölkerung vorenthalten, wird die öffentliche Meinungsbildung massiv behindert und damit einer demokratischen Gesellschaftsordnung das Wasser abgegraben.
Die Art und Weise, wie dieser Vertrag verhandelt wurde und immernoch wird lässt nur einen Schluss zu: versenken!
