Mit insgesamt mehr als vier Millionen Überwachungskameras zählt Großbritannien bereits heute zu den weltweit führenden Überwachungsgesellschaften. Der durchschnittliche Brite wird jeden Tag rund dreihundert Mal von einer Überwachungskamera gefilmt – und künftig will ihm der Staat offenbar auch unter die Wäsche schauen. Die Tageszeitung The Sun zitiert am heutigen Montag aus internen Papieren, aus denen hervorgeht, dass das britische Innenministerium den flächendeckenden Einsatz versteckter Kameras auf Straßen und Plätzen befürwortet, die mit Terahertz-Strahlung arbeiten und die Kleidung von Passanten durchdringen können.

Eingesetzt werden solche Durchleuchtungssysteme bereits an Flughäfen oder auch von der britischen Polizei, die damit beispielsweise bei Razzien im Londoner Nachtleben nach am Körper versteckten Drogen sucht. Unauffällig in Laternen eingebaut, könnten solche Kamerasysteme vor allem die Suche nach Waffen und Sprengstoffen erleichtern, halten die Verfasser des Berichts fest. Vorbehalte der Bürger gegen heimliche Nacktaufnahmen wollen sie unter anderem damit entgegen, dass Aufnahmen von Frauen nur durch weibliche Sicherheitsmitarbeiter gesichtet werden dürfen – was bei der Beobachtung von Plätzen technisch aber wohl kaum machbar sein dürfte.

Entwickelt werden die Personen-Scanner unter anderem von QinetiQ, einem aus der britischen Militärforschungsorganisation DERA (Defence Evaluation and Research Agency) hervorgegangenen Unternehmen, das seit Februar 2006 an der Londoner Börse gelistet ist und an dem das britische Verteidigungsministerium noch einen Anteil von knapp 20 Prozent hält. Im Programm hat QinetiQ auch Produkte zur Gesichtserkennung, zur automatischen Kennzeichenerfassung sowie Bewegungserkennungs-Software. Mit Militärtechnik- und Big-Brother-Produkten erzielte das Unternehmen im Geschäftsjahr 2005/06 (Ende: 31. März) einen Gewinn vor Steuern in Höhe von rund 121 Millionen Euro.
