Habe gerade nochmals den e-Folder des Ministeriums für Informationssicherheit und Bürgerrechte gelesen, zu den Kryptographiegesetzen von 2021. Ein interessantes zeitgeschichtliches Dokument.

Dies ist der Ausschnitt, den ich mir ausgedruckt habe:

„Die vergangenen Epochen haben uns gezeigt, dass es drei Dinge sind, die für eine freie Informationsgesellschaft eine fundamentale Bedrohung darstellen:
Das Verbot, das Monopol, und das Vergessen.
Das Verbot von Informationen hat Unrechtsregimen zur Macht verholfen und sie am Leben erhalten; die Monopolisierung von Information hat Kriege der Wissenslosen gegen die Wissenden entfesselt; und das Vergessen hat uns viele schreckliche Fehler der Vergangenheit wiederholen, und die Gestaltung einer freien Welt in immer wieder die gleiche, scheinbar unerreichbare Ferne rücken lassen.
Mit der Vorlage des Entwurfs zu den Kryptographiegesetzen wird das Ministerium für Informationssicherheit und Bürgerrechte erstmals in der Geschichte unseres Planeten umfassende und wirksame Vorkehrungen treffen, die Freiheit der elektronischen Information zu schützen – aus der tiefen Überzeugung, dass diese Freiheit das Fundament einer Welt in Frieden und Wohlstand ist.
Unterstützen Sie uns. Setzen Sie sich ein für ein endgültiges Verbot von Verschlüsselungstechniken. Stimmen Sie am 28.11.2012 für den Gesetzentwurf.
Freuen wir uns gemeinsam auf eine Welt, in der die Gedanken wirklich frei sind.“

20 Jahre ist das her. Das Gesetz wurde beschlossen, mit überwältigender Mehrheit. Seitdem sind die Gedanken also frei. Es ist legal, Informationen aller Art zu besitzen und ganz ohne Zensur zu verbreiten. Aber verboten ist es, sie zu verbergen.
Wer etwas verschlüsselt, hat etwas zu verbergen: Und wer etwas zu verbergen hat, führt vermutlich auch etwas im Schilde. Gegen uns. Oder zumindest ohne uns.
Man fragt sich, wer das eigentlich ist: Wir.
Und: Wer sind die anderen?

»Unter dem Begriff „Amateurfunkdienst“ ist ein technisch-experimenteller Funkdienst, der die Verwendung von Erd- und Weltraumfunkstellen einschließt und der von Funkamateuren für die eigene Ausbildung, für den Verkehr der Funkamateure untereinander, insbesondere zur Durchführung von Not- und Katastrophenfunkverkehr, und für technische Studien betrieben wird, zu verstehen.«

Wenn alle Telefone tot sind, das Internet ausfällt und nichts mehr geht; dann bleibt nur noch eine Möglichkeit, wie Menschen über weite Entfernungen in Kontakt bleiben können: Amateurfunk. Immer wieder bin ich daraufgestossen, immer wieder hat mich die Amateurfunkprüfung mit ihren Formeln und Elektrotechnik abgeschreckt. Bis im letzten Hackerfunk Podcast das Thema nochmals aufgegriffen wurde.

Der Amateurfunk ist ein weltumspannender Funkdienst und ignoriert Unterschiede in der Rasse, dem Stand und in der politischen Weltanschauung. Er trägt daher viel zur Völkerverständigung bei.

Ein direkter Kontakt zu Menschen aus aller Welt und in Krisengebieten, ohne Vermittler, Provider oder Nachrichtensprecher dazwischen? Kulturüberbrückende Kommunikation, welche die Ländergrenzen aufhebt und uns wieder als Menschheit wahrnehmen lässt? Spätestens jetzt blinkt bei mir ein grünes Lämpchen.

Denn der Journalist und Edward Snowden-Vertraute Glenn Greenwald meldet sich per Skype aus Brasilien. Er sagt, er wäre überrascht gewesen, als er die Einladung zur Keynote erhielt, denn seine Kryptographie und Hacker-Fähigkeiten seien nicht gerade berühmt.

Greenwald ist einer der Journalisten, dem der Whistleblower Edward Snowden einen Teil des NSA-Materials anvertraute. Bereits seit sechs Monaten arbeitet er an den Enthüllungen rund um die NSA-Überwachung, die auch das vorrangige Thema des Hackertreffens 30C3 ist.
