Der Bundesrat will die notrechtlichen Kompetenzen, die er sich während der Pandemie angeeignet hat, nachträglich legitimieren und bis Ende 2022 verlängern. Dies muss verhindert werden.
Am 19. Juni hat der Bundesrat den Entwurf für ein «Bundesgesetz über die gesetzlichen Grundlagen für Verordnungen des Bundesrates zur Bewältigung der Covid-19-Epidemie» in die Vernehmlassung geschickt.
Er beantragt dem Parlament dieses «Covid-19-Gesetz» für dringlich zu erklären. Die Folge: Es tritt sofort nach der Verabschiedung in Kraft. Ein Referendum hat keine aufschiebende Wirkung. Die Abstimmung findet bis zu einem Jahr später statt.
