Kontrolle von oben nach unten kann andererseits nur durch Restriktionen und Zwang aufrecht erhalten werden: Disziplin durch Strafarbeiten in der Schule; industrielle Landwirtschaft, in der Pestizide und Herbizide genetisch verändertes Getreide verteidigen; die fragile Hegemonie einer Supermacht.
