Ich war noch nie in London. Berichten nach gibt es dort so viele Kameras, dass man mit einer Kamera auf 13 Einwohner rechnen kann. Ein Szenario an das sich der Bürger von London schon längst gewöhnt hat.

Vorigen Sommer gab das Bürgermeisteramt von Middlesbrough unter der Schlagzeile Ein neuer Ton schallt durch unsere Straßen eine Presseverlautbarung heraus. Gleich beim Bahnhof kann man den neuen Ton hören. Auf einem hohen Mast sind eine Kamera und zwei Lautsprecher montiert. Nach kurzer Inaugenscheinnahme des Mastes tönt eine Stimme aus den Lautsprechern: »Guten Morgen. Sie werden von unserer CCTV-Anlage beobachtet.

Einer der Videokontrolleure beobachtet einen Passanten, der einen McDonald’s-Karton fallen lässt. Er schaltet das Mikrofon ein: »Heben Sie bitte Ihren Abfall auf und werfen ihn in einen Mülleimer.« Der Schmutzfink dreht sich zu dem Lautsprecher um, wendet sein Gesicht der Kamera zu, geht weiter. Aus dem Lautsprecher gellt eine zweite Warnung: »Wenn Sie Ihren Abfall nicht aufheben, werden wir Sie strafrechtlich verfolgen.«

Der Mann im Fadenkreuz der Kamera lässt sich nicht ins Bockshorn jagen. Doch in ein paar Tagen wird sein Bild in der örtlichen Evening Gazette mit der Bitte um Identifizierung erscheinen. Unlängst gab Bonnar eine ganzseitige Anzeige mit zwölf Porträtfotos auf. Innerhalb weniger Tage meldeten Nachbarn die Namen und Adressen aller zwölf Personen. Der Erfolg, sagt Bonnar stolz, sei durchschlagend. Anstatt sechs Straßenreinigungsmaschinen benötige man in der Innenstadt nur noch zwei, die Abfallmenge sei seit der Installation der Lautsprecher um 85 Prozent zurückgegangen.

Na Super, welch grandiose Installation! Natürlich brauchen wir eine solche Überwachungsmaschinerie zum Zwecke der Sicherheit 😉 Hören wir uns doch an, was der Chef des Städtischen Überwachungssystems dazu sagt:

»Die Einwohner traten an die Stadtverwaltung heran und forderten ein CCTV-System.« In drei Jahren, sagt er, habe es nur drei Beschwerden gegeben, und die seien alle zurückgezogen worden, nachdem die Beschwerdeführer zu einem Gespräch in die Zentrale geladen wurden. »Nur die Kriminellen, die Gauner und Gangster sind dagegen. Wer sich nichts zuschulden kommen lässt, hat auch nichts zu befürchten.«

Aha, nur die Kriminellen, Gauner und die Gangster sind dagegen? Und was ist mit den andern nicht kriminellen Menschen die dagegen sind? Gerade solche Zitate sollten wachrütteln!
