Europol richtet ein „Zentrum zur Bekämpfung der Migrantenschleusung“ und ein „Zentrum zur Terrorismusbekämpfung“ ein. Eine neue „Meldestelle“ arbeitet mit Providern wie Google, Youtube, Facebook und Twitter zusammen, um unliebsame Postings oder Videos aus dem Internet zu entfernen. Zu den Analysewerkzeugen der Zentren gehören die Auswertung von Finanzdaten und die Auswertung des Internets. Internetanbieter und Fluglinien sollen zur Herausgabe von IP-Adressen und Personendaten verpflichtet werden.

„Wir erleben einen rasanten Aufwuchs der Kompetenzen von EU-Agenturen. Zwischen dem Beschluss und der Umsetzung der Maßnahmen liegen mitunter nur wenige Monate. Diese Geschwindigkeit macht eine gesellschaftliche und parlamentarische Kontrolle unmöglich.“
