Vögel
Die erste Bombe, die aus einem Flugzeug abgeworfen wurde, explodierte in einer Oase ausserhalb von Tripoli am 1. November 1911.
Während des Fluges über Ain Zara, Lybien, lehnte sich Leutnant Giulio Gavotti aus seinem Flugzeug, welches wie eine Libelle aussah, und warf eine Haasen Handgranate ab. Sie landete „im Camp des Feindes, mit guten Resultaten.“
Einhundertjahre später werden Bombardements durch pilotenlose Flugzeuge durchgeführt. Sie werden ferngesteuert, meistens aus einer Entfernung von der Hälfte des Erdballs. Wir bezeichnen sie als „Drohnen“.
Innerhalb nennen sie die Leute „Vögel.“
Piloten können ihre Ziele für Stunden verfolgen, oft aus klimatisierten Büros, bis sie den Befehl erhalten, zu feuern. Wenn es Zeit ist, guckt sich ein Raum voller Zuschauer an, wie das Ziel abgeschossen wird.
Das ist die Sitzordnung:
Ziele
Meistens versuchen Drohnenpiloten, jemanden spezifisches zu töten. Sie nennen diese Menschen – die Menschen, die gejagt werden – „Ziele“ (Objectives).
Wie sieht so ein Ziel aus? Hier ein Beispiel.
Diese Zeitlinie war für einen Mann namens Bilal el-Berjawi. Geheimdienste haben ihn während Jahren beobachtet, und dann hat die britische Regierung seine Staatsbürgerschaft aberkannt.
Nachdem er seine Frau angerufen hat, die soeben ein Kind in einem Londoner Spital geboren hatte, wurde er durch einen amerikanischen Drohnenschlag getötet. Einige glauben, das Telefonat hätte seinen Standort preisgegeben, doch die Drohnen wussten bereits, wo er war.
Dies war sein Auto.
Jackpot
Wenn Drohnenpiloten ihr Ziel treffen; die Person, die sie beabsichtigten zu töten, wird „Jackpot“ genannt.
Wenn sie ihr Ziel verfehlen und ausversehen-huppala-jänudennhalt jemanden anderes töten, nennen sie diese Person FIGG – „Feind Im Gefecht Getötet“ (EKIA – „enemy killed in action.“)
EKIA
Während fünf Monaten haben U.S. Streitkräfte Drohnen und andere Luftvehikel verwendet, um 155 Menschen in Nordostafghanistan zu töten. Sie erzielten 19 Jackpots. Nebenbei töteten sie 136 andere Menschen, die allesamt als EKIA klassifiziert wurden.
Man beachte die „%“-Spalte. Das ist die Zahl der Jackpots (JPs) geteilt durch die Anzahl Operationen. Eine 70% Erfolgsrate (19 JP / 27 Ops). Die 155 Menschen, die dabei ums Leben kamen, sind in dieser Prozentzahl nicht berücksichtigt.
Das bedeutet, dass fast 9 von 10 Menschen nicht die angestrebten Ziele waren.
Touchdown
Hellfire-Raketen – die Geschosse, die von Drohnen abgefeuert werden – zielen nicht immer auf Menschen. In Tat und Wahrheit sind die meisten Drohnenangriffe auf Mobiltelefone ausgerichtet. Die SIM-Card stellt die Position einer Person zur Verfügung; das Mobiltelefon wird so zum tödlichen Erfüllungsgehilfen eines gejagten Individuums.
Wenn ein nächtlicher Überfall oder ein Drohnenangriff das Telefon der Zielperson erfolgreich zerstört, nennen Drohnenpiloten dies einen „Touchdown.“
Baseballkarte
„Baseballkarten“ (BBCs) sind die militärische Methode der Informationsvisualisierung. Sie werden zur Anzeige von Daten und Beziehungen zwischen Personen verwendet und zeigen das „Muster des Lebens“ (Pattern of life) einer Person auf.
Das ist nicht genau das, wie eine Baseballkarte aussieht, aber es sei gesagt, dass sie viel von den folgenden Information enthalten.
Blinzeln
Ein „Blinzeln“ passiert, wenn eine Drohne wegfliegt und kein anderes Flugzeug verfügbar ist, um das Ziel zu beobachten. Anhand der klassifizierten Dokumente ist dies eine grosse Herausforderung für das Militär, welches am liebsten immer eine „persistente Glotzstarre“ hätte.
Die konzeptionelle Metapher von Überwachung ist „sehen“. Perfekte Überwachung verhielte sich wie ein lidloses Auge. Viel von dem, was eine Drohnenkamera sieht, sieht am Boden meistens zusammenhangslos aus. Manche Piloten beschreiben das beobachten eines Zieles wie „durch ein Strohhalm gucken“.
Ausleuchtzone
Drohnen sind keine magischen Gerätschaften. Sie müssen von irgendwo abheben. Dieses irgendwo ist – Tendenz steigend – im Kontinent von Afrika.
Aber wo genau?
2012 hatte das Joint Special Operations Command (JSOC) Basen in Djibouti, Kenya, und Äthiopien. Sie haben 11 Predator- und fünf Reaperdrohnen über dem Horn von Afrika und Yemen geflogen.
Nach mehreren Drohnenabstürzen in der Nähe des Camps Lemonnier hat das U.S. Militär seine Operationen auf einen weiter entfernten Flughafen in Chabelley, Djibouti verlegt.
Der folgende Ausschnitt zeigt, wie die Amis ihre Überwachungsmöglichkeiten am Kontinent von Afrika sehen.
Orbits
Das Militär sorgt sich darüber, was sie selber als die „Tyrannei der Distanz“ bezeichnen. Verglichen mit den traditionellen Schlachtfeldern im Irak und Afghanistan haben U.S. Drohnen weiter zu fliegen, um ihre „benannte Zielregion“ („named areas of interest,“ NAIs) zu erreichen, in Yemen und Somalien.
Diese Grafik zeigt, dass die Amerikaner offensichtlich in Yemen Menschen „erledigt“ (finished) haben.
Tötungskette
Während vielen Jahren schon haben Anwälte und Menschenrechtsaktivisten nach der Befehlskette gesucht. Wie werden Nicht-Kriegsgebiet-Tötungen autorisiert? Fällt das unter die „Autorisation zur Verwendung von Militärstreitkräften“ (Authorization for Use of Military Force (AUMF)), oder über eine andere Autorität?
Die Dokumente, die wir haben, sind nicht umfassend, doch sie deuten eine lineare Kette an – bis hoch zum Präsidenten der Vereinigten Staaten (president of the United States (POTUS)).
Beobachtungsliste
So wie im letzten Jahr berichtet, jagen Geheimdienste Menschen hauptsächlich anhand ihres Mobiltelefons. Ausgerüstet mit einem simulierten Mobilfunkmasten, genannt GILGAMESH, kann eine Drohne das Telefon ihres Zieles anbinden und so Stück für Stück das Signal triangulieren.
So sehen Beobachtungslisten aus.
Finden, fixieren, finalisieren
Spionage, Überwachung und Aufklärung sind im Endeffekt ein kontinuierlicher Prozess: Eine Person finden, eine Person fixieren, eine Person finalisieren. Da gibt’s aber noch zwei Schritte zusätzlich in diesem Prozess: Ausnutzen und Analysieren.
Umgangssprachlich als „F3EA“ bezeichnet läuft der Zyklus wieder in sich selber zurück. Der ganze Prozess läuft auf Menschenjagt hinaus. Sobald ein Ziel erledigt ist, geht die Suche nach dem nächsten Ziel los.
