Nach den Veröffentlichungen der Snowden-Dokumente standen Rufe nach zwei Möglichkeiten im Raum:
- Technische Massnahmen (aka: Verschlüsselung ausrollen)
- Politische Massnahmen (Gesetze gegen Überwachung, die Einschränkung der Rechte der Geheimdienste usw.)
Es ist jetzt ein Jahr her, und wir lesen folgendes:
Der Nachrichtendienst soll mehr Kompetenzen erhalten. Die Sicherheitspolitische Kommission des Nationalrates hat sich für das neue Gesetz ausgesprochen, das dem Nachrichtendienst unter bestimmten Voraussetzungen das Anzapfen von Telefonen und Computern erlaubt.
So sehen eure politischen Massnahmen nach Snowden also aus, ja?
Ich hab’s ja gleich gesagt: Politische Massnahmen könnt ihr vergessen. Die Überwachung dient dem Machterhalt der Mächtigen, und die sind nicht daran interessiert, ihre Macht abzugeben.
Der Nationalrat wird sich im Dezember über das Gesetz beugen. […]
Die SIK sei davon überzeugt, dass der Nachrichtendienst mehr Mittel zur Informationsbeschaffung brauche. Und sie sei der Auffassung, dass das Gesetz für mehr Sicherheit sorge, ohne Freiheit und Grundrechte übermässig einzuschränken.
Im Parlament werden wohl vor allem die neuen Überwachungsmöglichkeiten zu reden geben: Der Nachrichtendienst soll Telefone abhören, Computer anzapfen und private Räume verwanzen dürfen – Massnahmen, die das Parlament vor nicht allzu langer Zeit noch abgelehnt hat.
Die Überwachungsmassnahmen sind nicht zu verwechseln mit jenen, die im Rahmen von Strafverfahren erfolgen. Hier ist das Abhören von Telefongesprächen bereits heute möglich; das Gesetz dazu wird derzeit revidiert. Beim Nachrichtendienstgesetz dagegen geht es um präventive Aktionen ausserhalb von Strafverfahren.
Wisst ihr was? Sagen wir, ich sei ein „ISIS-Kämpfer“ (oder wie die Sau auch gerade heisst, die durch das Dorf getrieben wird). Ich benutze Tor, das Blackphone und Text Secure.

Und morgen platzt auf dem Bundesplatz eine Bombe. Die Behörden haben keine Ahnung.
Was nützen jetzt die erweiterten Befugnisse des Geheimdienstes?
Gar nichts.
ISIS verschlüsselt und der Geheimdienst kann nichts dagegen ausrichten.
Und wer leidet jetzt unter den ‚erweiterten Befugnissen des Geheimdienstes‘?
Wir alle.
Es kommt noch besser:
Stimmen National- und Ständerat dem Vorschlag der SIK zu, kann der Bundesrat künftig Organisationen oder Gruppierungen verbieten, die terroristische oder gewalttätig-extremistische Aktivitäten propagieren, unterstützen oder in anderer Weise fördern und damit die innere oder äussere Sicherheit konkret bedrohen.
Im Klartext: Der Bundesrat kann Organisationen, welche Verschlüsselungsinfrastrukturen vertreiben, verbieten.
